Buying a Plot in North Goa in 2026: Mopa Airport, Costs and What to Check
Many Bangalore families dream of a holiday home in Goa. Since the Manohar International Airport at Mopa opened in January 2023, North Goa has become much easier to reach, and interest in villa plots there has grown.
A plot lets you buy land now and build later, when the budget and timing suit you. But Goa has its own land rules, and they catch out a lot of outside buyers.
## Why North Goa
Easier to reach. The Mopa airport sits in North Goa, so the northern beaches and hinterland are now closer for weekend trips.
Steady holiday-home demand. Goa remains one of India's favourite second-home markets, for both families and remote workers.
Holiday-rental potential. A well-located villa can earn rent when you are not using it, once it is built and registered.
## What to check before you buy
1. Zoning. Goa land is zoned under its regional plan. You need land in a settlement zone to build a home. Orchard, agricultural or no-development slope land cannot simply be built on.
2. Conversion (sanad). Even in a settlement zone, the plot usually needs a conversion order for non-agricultural use. Ask to see it.
3. Goa RERA registration. For a plotted project, check the registration on the Goa RERA website (rera.goa.gov.in) and match the phase.
4. Coastal and slope rules. Plots near the coast or on slopes can carry extra building limits. Check them before you pay.
5. Building rules for the layout. Branded projects often set their own design rules. Read them first so your future villa plan fits.
## What it costs
| Cost | Goa (approx.) |
|---|---|
| Stamp duty | 3% up to ₹50 lakh, 4% up to ₹75 lakh, 4.5% up to ₹1 crore, 5% up to ₹5 crore, 6% above (revised July 2026) |
| Registration fee | Charged extra, confirm the current rate |
| Building cost | Extra, and often the bigger number |
Stamp duty is charged on the higher of the deal value and the government rate. Confirm with the Sub-Registrar before you pay.
## Renting out your villa later
If you plan to rent the villa to holidaymakers, you will need to register it with Goa's tourism department and follow local rules. Income also depends on location, upkeep and good management. Plan for these before counting on rental returns.
## The honest view
Good fit: you want a holiday home you will use, you can build in the next few years, and you see rental income as a bonus.
Think twice: you want guaranteed returns, you cannot manage a property from Bangalore, or you would be buying only because prices "always go up".
## Can NRIs buy in Goa?
Yes, residential plots are allowed, but not agricultural land. Read our guide on FEMA rules for NRIs buying plots.
